Originally from Tahlequah, Oklahoma, Kelly is a proud Citizen of Cherokee Nation and has always honored her Native roots, staying engaged with tribal updates and participating in community affairs whenever possible—no matter where life has taken her.

Kelly served in Wichita, Kansas, as a Lead Recruiter and dual-role Correctional Officer for the Department of Corrections—Adult and Juvenile Community Services. She earned her Associate Degree in Liberal Arts and Social Sciences from Butler County Community College, followed by both a Bachelor’s and Master’s Degree in Criminal Justice from Wichita State University, where she also:

• Served as Graduate Student Council Event and Outreach Coordinator

• Worked as a Graduate Teaching Assistant in Homeland Security

• Held a long-standing membership and served as President of the Criminal Justice Student Association

Her career later led her to the Maryland Public Safety and Corrections Institute, where she served at Western Correctional Institution in Cumberland, Maryland. In September 2024, Kelly relocated to Melissa, Texas, where she began a new chapter—becoming State Commissioned as a Notary Public, Remote Online Notary, and Certified Wedding Officiant, ordained by American Marriage Ministries.

Kelly is a proud member of the Melissa Chamber of Commerce, the National Notary Association, and an active parent of Melissa ISD students. She is known for her attention to detail, ethical standards, and commitment to empowering others through accessible, high-trust services.
